Build the tonnage from records

Draw on the component weights and shipment volumes on file, mapped to each programme's own category list. California revised its own cost estimate inside one rulemaking by changing a single waste-tonnage input — two measurements of one quantity, not two points on a trend.

Producer means eight things

California runs a three-step hierarchy at PRC §42041(w) and Washington a flat brand-owner test at RCW 70A.208. Oregon has been enjoined since 6 February 2026 only as against companies that were NAW members that day.

Where the catalogue stops

The catalogue agent holds per-SKU attributes; the inventory-forecast agent holds quantities sold. This one holds what was placed on a market under a legal definition — and a tonnage filed too low returns as a restated submission and a recalculated invoice.
